CoverSite is a text editor and beginning editor combined. It offers five different wizards. From a Stylesheets to simple text files, it covers the majority of your needs.

Short of actually supplying you with the tags like most beginning editors, this program makes you use your own HTML knowledge.

You can even generate a simple HTML file into a JavaScript version. This program also features a frame wizard so that you can make rules for the frames before you start.
