NOWencoder allows you to send live video and voice to the 'Net. Using their server, you can run your Web cam all the time.

With the preview function, you can see what is going out and make any necessary camera adjustments. You can chat with other people in your viewing room or move into other rooms.

You can also change camera settings while broadcasting. Still frame, audio boost, mute, audio meter and a docking Flash interface are just a few features of this program.
